Section 7C.4 says:
There are five (or more) judges each of Technical and Performance for Age Group, Jr. Expert, and Expert competitions (including Group)..... *continues*
I think five of each judges is a good number for Unicon but Small national events can have a really hard time finding 10 competent judges.
Could this be rewritten as:
For Unicon and continental events there are five (or more) judges each of Technical and Performance. For smaller events it is allowed to have three (or more)
